90% are women and children

According to the UNHCR, 90% of the survivors are women and children. Men between the ages of 18 and 60 can call and leave. Prior to the conflict, Ukraine had a population of 37 million in government-controlled areas, excluding Russian-annexed Crimea and pro-Russian separatist areas in the east.
